Lucretia Way Detention Basin upgrade

Consultation has concluded

The City of Marion engaged specialist consultants Tonkin, to investigate the specific reasons why Lucretia Way Basin at Hallett Cove dried up.

The water in the detention basin all but evaporated last summer. The review included additional modelling of the basin and upstream catchment. The review concluded that the recently constructed wetlands within the Glade Crescent Reserve had no material adverse impact on downstream flows, validating the original environmental impact assessment for the wetlands.

September 2020 Update

We have conducted previous community consultation and involved residents and interest groups and now have a hybrid option that considers community feedback, with consideration to social, environmental and economic factors.

The preferred Option from community feedback was Option B which complies with the requirements of the Council Resolution and we can now progress to detailed design, specifications and tender.

Overall Option B achieves the following design intent

  • Sediment and litter removal
  • Ability to drain for maintenance
  • Limited water level manipulation (over 300mm)
  • Low flows passed into Conservation Park
  • Safety in Design standards for embankments
  • Fringing vegetation

Background information and past consultation

During 2019 as part of the ongoing engagement with the Community, which has previously included gathering residents’ concerns and feedback, we asked community to identify their preferences for one of three long-term options for the basin .

We included community feedback in our recommendations to Council later in the year, alongside the report being developed by Tonkin.

The three options were to retain the existing basin, an offline wetland or reinstate natural watercourse.

The final report the recommendations was presented to Council in late 2019. The final report for consultation contained:

  • Modelling to understand why the basin dried out.
  • Concept design and costing for each option.
  • Multi-criteria analysis to compare financial, environmental and social factors of the 3 options.
  • Feedback from the current consultation.
  • A recommendation to Council on the preferred option, with whole of life costings.
