Updated Guidelines released

Overview

In 2024, the City of Marion released the Quick reference guide to horse keeping, intended to provide both horse stable operators and residents with an overview of what council considers to be the reasonable operation of horse keeping facilities.

Over the last 18 months, we’ve monitored how well the guidelines have been working, and now with feedback from stable owners, operators, and local residents we've updated them to ensure that they consider;

  • the needs of stable operators to run their businesses effectively
  • the rights of residents to enjoy a healthy and pleasant environment
  • the welfare of horses and good environmental practices

No, public collection of manure bags will still continue, this consultation is setting out to review the effectiveness of the guidelines and find out how they have been received by stable operators and residents and whether they think they have been effective in their aim to help balance the needs of trainers, stable operators, residents and the broader community.
  • Place on private property where possible, or against the boundary fence if on a footpath
  • Keep at least 1.5 metres clear for pedestrian access
  • Maximum bag size: 30 litres (e.g. standard feed bag)
  • Bags must be sealed and stacked no more than two deep
  • Remove uncollected bags within 24 hours
  • Avoid creating hazards for pedestrians or vehicles

The guidelines aim to support a long-standing practice where stables dry manure on their properties, bag it, and place it in front of their properties for community members to collect, often for gardening. This practice has many benefits, including recycling, reducing waste, creating a positive environmental impact, and fostering a sense of community service.

No. Council does not collect manure bags. The guidelines support the long-standing tradition of leaving sealed manure bags for public collection, provided this is done safely and in line with conditions to reduce hazards and odours.

The requirement in the guidelines for bags to be properly sealed will prevent spillage and reduce odour and limit fly breeding, which benefits both the horse keeping area and the surrounding community.

The guidelines set out that wastewater from stables must be managed so it does not pollute drains or waterways. This may involve proper drainage, collection, or disposal at an approved facility.
